2020-21 State Aid Projections: Preliminary Estimate of 2019-20 and 2020-21 State Aids Payable under Section 3609 plus Other Aids are available on each district page. Pursuant to Executive Orders, the booklet and additional information will not be mailed to each district. Instead, all information is available online.

The Definitions and Explanations of aids displayed on 2020-21 State Aid Estimates booklet is available. To access information for your district, visit the State Aid home page and enter your district name or the first six digits of your BEDS code in the search bar at the top left of the page

This is a reminder to all districts that pursuant to NYS Education Law sections 701(6), 711(4), and 751(4), the 2019-20 Textbook, Software and Library Materials Aid will be frozen April 30, 2020. Therefore, districts are encouraged to review the 2019-20 IMA output report on the Web and submit any necessary ST-3 changes as well as Form A Schedule C changes relating to the Textbook, Software & Library Aid calculations to State Aid via 2019-20 SAMS by April 15, 2020.

After making revisions in 2019-20 SAMS, please run the edit report and either provide a substantive explanation for the edit and/or make any changes necessary to eliminate the edit. Once explanations and/or necessary changes are made, be sure to click "Submit Changes" on the Change Submission Form.

Regents Examination Dismissals for Grades Other Than 7-12

Commissioner’s regulation §175.5 provides that school district officials may excuse students in grades 7-12 during the administration of Regents examinations even if an exam is not offered for that grade level if their class schedules are disrupted by the Regents examination schedule and if staff are needed to properly administer such examinations.

This applies to grades 7-12 only, regardless of the grade configuration of the school.

五人斗地主玩法School district officials should review their current practices and ensure that the minimum instructional time requirement is being met. If grades other than 7-12 are being dismissed during the Regents exams, the dismissed time will not count toward the minimum. Please ensure that your schools are meeting the minimum number of days and hours. Under the revised regulations, you may use partial days for the impacted grades to meet the day and hour requirements. Under the rules in effect prior to 2018-19, full days of session would have been required in order for the time to count.

2020-21 Model Calendar (updated 2019-20 version also available)

In September 2018, the Board of Regents adopted an amendment to the regulations concerning the minimum instructional hour requirements for State aid purposes, consistent with Education Law §3604(7), commencing in the 2018-19 school year. The revised regulation may be found at Section 175.5 Minimum instructional hours and use of superintendents' conference days for State Aid. The model calendars and additional information may be found at New 900/990 Hour Requirement Information.

SED has continued to review and improve upon the calendar. Please note that the 2019-20 model calendar should be completed and submitted in 2020-21 SAMS; we are providing a 2020-21 model calendar for districts to use in planning the next school year.  The 2020-21 calendar will not need to be submitted to SED until the 2021-22 SAMS year, it is only to be used for planning purposes at this time.

These calendars are password protected and should not be modified in any way by any district.

The Office of Education Finance has posted a revised ESSA Financial Transparency Guidance for School Business Offices, superseding the version posted last month. The revised document makes the following changes/clarifications:

  • Clarifies that Private Purpose Trust Fund expenditures and Interfund transfers should not be reported, rather than treated as an exclusion.
  • Clarifies that Other Post-Employment Benefits (OPEB) should be reported, and included within the "G2-All Other Benefits" category.
  • Corrects that accounts A2250.15, A2259.15, A2280.15, and F2259.15 should be reported in "E1-Classroom Salaries" rather than "D1-Classroom Salaries".
  • Corrects that A1240.15 should be reported in "F1-Other Central Administration Salaries"
  • Inserts Appendix B, which was not included in the January version

On December 6, 2019, Governor Cuomo signed Chapter 605 of the Laws of 2019 into law, which will allow SED to waive the days of session requirement on days for which school districts were required to close due to a properly executed local or state-level state of emergency. In some cases, this may mean that a used snow day that occurred during a declared state of emergency need not be made up, or that subsequent vacation days do not need to be re-purposed into a session day. This legislation is retroactively effective beginning with the 2019-20 school year (July 1, 2019). The State Aid Office will provide further information in the near future on how this change may impact your minimum instructional hour and days of session requirements, and what information will be necessary to confirm the proper execution of a state of emergency.

As a reminder, the Board of Regents has adopted an to the minimum instructional time requirement regulations instituting a waiver for school districts that cannot meet the minimum instructional hours because of safety and/or scheduling issues.

The new SAMS claim forms for this waiver will be made available next week (the week of September 16th), and the Office of State Aid will provide two webinar sessions to demonstrate the forms and answer questions. More information, as well as the dates and times for the webinars, will be available when the forms are activated. In the meantime, school districts should continue to complete the model calendars for the 2018-19 school year for each separate school (and grade level, where appropriate).

New Calendar Requirements for the 2018-19 School Year and Beyond
In September 2018, the Board of Regents adopted a new minimum instruction requirement, which amended the previous requirement of a daily minimum number of hours for each of the 180 days (5.0/5.5 hours) to an annual aggregate number of hours over the period of 180 days in total (900/990 hours). To assist school districts in the development and tracking of their individual calendars, SED has developed a model calendar spreadsheet tool. Revised 180-day Requirement Regulations and Guidance
五人斗地主玩法 Following the 60-day public comment period required under the State Administrative Procedure Act, on April 10, 2018, the Board of Regents adopted a revised version of Commissioner’s Regulation §175.5 regarding the minimum instruction required for the receipt of state aid based on the public comment received (). The Board of Regents also directed the Commissioner to work with individual school districts as they transition to implement the regulation. The revised rule will also be published in the State Register on April 25, 2018 for an additional 30-day public comment period pursuant to the State Administrative Procedure Act. The Department anticipates that the revised regulation will be presented to the Board of Regents for permanent adoption at the June 2018 Regents meeting and any comments received during this public comment period will be considered in the final adoption.
